Sektor za vanredne situacije nastoji da izgradi, održi i unapredi sposobnost čitave nacije kako da preventivno deluje na rizike, tako i da odgovori na izazove i ublaži posledice od različitih katastrofa koje mogu pogoditi naš region. On objedinjuje sve postojeće resurse u zaštiti, spasavanju i reagovanju u vanrednim situacijama.
Od 2006. godine organizovana je moderna Služba koja pored vatrogasaca-spasilaca u svom sastavu ima i Uprave koje se bave preventivnom zaštitom, upravljanjem rizicima i civilnom zaštitom. Veliki trud ulaže se u poboljšanje organizacije, jačanje ljudskih kapaciteta i snabdevanje opremom u cilju podizanja bezbednosti i smanjanja broja žrtava i materijalne štete.
Operativnu srž Sektora čine pripadnici operativnih vatrogasno-spasilačkih jedinica. U svakom momentu njih 3.000 je spremno da pruži svoj maksimum u zaštiti i spasavanju građana u Republici Srbiji. Nesreće u različitim vidovima - požari, poplave, zemljotresi, klizišta, hemijski akcidenti – mogu se dogoditi svuda, u svakom momentu i bez upozorenja, stoga je prioritet Sektora visoka profesionalnost i mogućnost blagovremenog reagovanja. Sektor za vanredne situacije pored osnovnih vatrogasno-spasilačkih jedinica ima i specijalističke timove za spasavanje u slučaju zemljotresa, poplava, saobraćajnih nesreća i za spasavanje u slučaju tehničko-tehnoloških i udesa sa opasnim materijama.
Sektor za vanredne situacije obavlja poslove normativne, upravne, organizaciono-tehničke, preventivne, preventivno-tehničke, obrazovne, informativno-vaspitne i druge prirode za organizovnje, planiranje, sprovođenje, kontrolu mera zaštite životne sredine, zdravlja i materijalnih dobara građana, očuvanje uslova neophodnih za život i pripremanje za prevladavanje situacije u uslovima požara, elementarnih nepogoda tehničkih i tehnoloških nesreća, dejstva opasnih materija i drugih stanja, opasnosti većih razmera koje mogu da ugroze zdravlje i živote ljudi i životnu sredinu ili da prouzrokuju štetu većeg obima i pružanje pomoći kod otklanjanja posledica (smanjivanje i sanaciju) prouzrokovanih u vanrednim situacijama, a posebno: izrade i predlaganje zakona, normativa i preporuka koji ispunjavaju zahteve Evropske unije u oblasti zaštite i spasavanja u vanrednim situacijama u cilju potpunog pravnog uređivanja za obavljanje poslova; uspostavljanje institucionalnih, organizacionih i personalnih uslova za sprovođenje zaštite i spasavanja u vanrednim situacijama; preuzimanje preventivnih mera radi sprečavanja izbijanja požara i ublažavanja posledica elementarnih nepogoda, tehničko-tehnoloških nesreća i sl. kao i prevencija u cilju sprečavanja ugrožavanja zdravlja građana usled dejstva opasnih materija i drugih stanja opasnosti; vrši stručno osposobljavanje pripadnika organizacionih jedinica na poslovima delokruga Sektora (Uprave i Odeljenja), i dr.
Sektor za vanredne situacije u svom sastavu ima: Upravu za preventivnu zaštitu, Upravu za batrogasno-spasilačke jedinice, Upravu za upravljanje rizicima, Uprava za civilnu zaštitu, Nacionalni centar za vanredne situacije, Upravu za vanredne situacije u Beogradu, Kragujevcu, Nišu i Novom Sadu, Odeljenje za vanredne situacije u Boru, Valjevu, Branju, Jagodini, Kikindi, Pančevu, Sremskoj Mitrovici, Užicu, Šapcu, Kraljevu, Leskovcu, Novom pazaru, Pirotu, Požarevcu, Prokuplju, Čačku, Prijepolju, Smederevu, Subotici, Somboru, Zaječaru i Zrenjaninu.
Uprava za preventivnu zaštitu u svom sastavu ima: Odeljenje za sprovođenje preventivnih mera pri izgradnji objekata, Odeljenje za sprovođenje preventivnih mera pri korišćenju objekata i Odeljenje za kontrolu prometa i prevoza opasnih materija.
Uprava za vatrogasno-spasilačke jedinice u svom sastavu ima: Odeljenje za materijalno – tehničko opremanje vatrogasnih i spasilačkih jedinica i Odeljenje za kontrolu rada vatrogasnih i spasilačkih jedinica i Odsek za Zdravstveno psihološku prevenciju.
Uprava za upravljanje rizikom u svom sastavu ima: Republički centar za obaveštavanje (112), Odeljenje za osmatranje, obaveštavanje, uzbunjivanje i telekomunikacije, Odeljenje za upravljanje rizikom od tehnoloških udesa i terorističkih napada i Odeljenje za protivgradnu zaštitu.
Uprava za civilnu zaštitu u svom sastavu ima Odeljenje za operativno organizacijone poslove civilne zaštite, Odeljenje za strateško planiranje i koordinaciju, Odeljenje za tehničku podršku i Odeljenje za NUS.
Nacionalni trening centar za vanredne situacije u svom sastavu ima Odeljenje za specijalističku obuku i usavršavanje SVS i Odeljenje za obuku civilne zaštite
Uprava za vanredne situacije u Beogradu u svom sastavu ima: Odeljenje za sprovođenje preventivnih mera pri izgradnji objekata, Odeljenje za sprovođenje preventivnih mera pri korišćenju objekata, Odeljenje za upravljanje rizikom i civilnu zaštitu, Odsek za upravne poslove, Odsek za tehničku zaštitu i uviđaje, Odsek za kontrolu prometa i prevoza opasnih materija i Vatrgasno spasilačku brigadu.
Uprave za venredne situacije u Novom Sadu, Kragujevcu i Nišu u svom sastavu imaju Odeljenje za preventivnu zaštitu, Odeljenje za upravljanje rizikom i civilnu zaštitu i Vatrogasno spasilačku brigadu.
The Sector for Emergency Management attempts to build, maintain and enhance the capability of the whole nation both to act to the risks and respond to the challenges and mitigate the consequences of various catastrophes that may hit our region. It unites all existing resources in the protection, rescue and reaction in the emergency situations.
A modern Division has been organized since 2006, including, in addition to firefighters – rescuers, also Departments engaged in the preventive protection, risk and civil protection management.
Great efforts are put into the organization improvement, strengthening of human capacities and equipment supply, in order to raise security and reduce the victims number and financial damage.
The Sector’s operational center are the members of operational firefighting – rescue units. Three thousand of them are ready any time to do their best in the protection and rescue of citizens in the Republic of Serbia. Accidents in various forms – fires, floods, earthquakes, land slides, chemical accidents – may happen anywhere, any time and without warning. Thus, the Sector’s priority is high professionalism and the possibility of reaction in due course. In addition to the basic firefighting – rescue units, the Sector has got also specialist rescue teams in case of earthquakes, floods, traffic accidents and for the rescue in case of technical/technological accidents and those with hazardous matters.
Sector for Emergency Management performs activities of normative, management, organizational/technical, preventive, preventive/technical, educational, informative/raising and other kinds for organizing, planning, fulfilling, protection measures control for the environment, health and property of citizens, maintaining of the conditions necessary for normal life and preparation for situation overcoming under the conditions of fire, natural disasters, technical and technological accidents, hazardous matter effects and other conditions, major dangers, which may endanger human health and life and environment or cause major damage and assistance in the consequences removal (reduction and restoration) caused under emergency and especially set up and proposing of laws, norms and recommendations, meeting the European Union requirements within protection and rescue under emergency situations, in order to fully legally regulate performance of activities, creating institutional, organizational and personal conditions for conducting of protection and rescue under emergency situations, taking fire prevention measures and reduction of natural disaster consequences, technical/technological accidents, etc., as well as prevention of the citizens’ health endangering due to the hazardous matter effects and other hazard situations; it carries out professional training of the organizational units staff on the jobs within the activities of the Sector (Departments and Divisions), etc.
The Sector for Emergency Management consists of: Department for Prevention, Department for Fire and Rescue Units, Department for Risk Management, Department for Civil Protection, National Training Center, Department for Emergency Situations in Belgrade, Kragujevac, Niš and Novi Sad, Division for Emergency Situations in Bor, Valjevo, Vranje, Jagodina, Kikinda, Pančevo, Sremska Mitrovica, Užice, Šabac, Kraljevo, Leskovac, Novi Pazar, Pirot, Požarevac, Prokuplje, Čačak, Prijepolje, Smederevo, Subotica, Sombor, Zaječar and Zrenjanin.
The Department for Prevention consists of: Division for Prevention Measures Conducting during Facility Construction, Division for Prevention Measures Conducting during Facility Use and the Division for Hazardous Matter Trading and Transportation Control.
The Department for Fire and Rescue Units consists of: Division for Material/Technical Supply to Fire and Rescue Units and Division for the Fire and Rescue Units Operation Control and the Health Psychological Prevention Section.
The Department for Risk Management consists of: The Republic Information Center (112), Division for Observation, Informing, Alarm and Telecommunications, Division for Technological Accident and Terrorist Attack Risk Management and the Division for Hail Protection.
The Department for Civil Protection consists of the Division for Civil Protection Operation/Organization Activities, Division for Strategic Planning and Coordination, Division for Technical Support and Division for Unexploded Ordinance Disposal.
The National Training Center consists of the Division for Specialist Training and Advancement for Emergency Management and the Division for Civil Protection Training.
The Department for Emergency Situations in Belgrade consists of Division for Prevention Measures Conduction during Facility Use, Division for Risk Management and Civil Protection, Administration Division, Division for Technical Protection and Investigation, Division for Hazardous Matter Trading and Transportation Control and Fire and Rescue Brigade.
The Department for Emergency Situations in Novi Sad, Kragujevac and Niš consists of the Division for Preventive Protection, Division for Risk Management and Civil Protection and the Division for Risk Management and Fire and Rescue Brigade.
